    Permit for residence of the long-term resident of the EU

    The foreigner who has been staying legally and continuously on the territory of the Republic of Poland staying for at least 5 years directly prior to submission of the application for granting this permits and meets the following conditions:

    1. has a source of stable and regular income adequate to cover the means of subsistence for them and their family members who are subsisted by them;
    2. has health insurance as defined by the Act of 27 August 2004 on health care services financed from the public funds or a certificate confirming that the costs of medical treatment on the territory of the Republic of Poland shall be covered by an insurer;
    3. Has a proven knowledge of Polish.

    If you apply for a long-term resident's EU residence permit, you should submit

    • Photocopy of a valid travel document (original available for inspection), in a particularly justified case when the foreigner does not have a valid travel document and it is not possible for them to obtain it, they may present another document confirming their identity;
    • 2 (original + copy) temporary residence permit form, filled in according to the guidelines, in the case of a minor up to the age of 13, only the original of the application is submitted;
    • 3 up-to-date colourful biometric photographs (i.e. taken within last 6 months); only 2 photographs in the case of a minor up to the age of 13;
    • the legal title to occupy the housing apartment in which you will be staying (leasing of premises is not deemed as a legal title unless the lender is descendant, descendant-ascestor, spouse, spouse's parents or a foreigners' siblings);
    • health insurance against medical costs in Poland (inpatient and outpatient treatment);
    • documents confirming the possession of a stable and regular source of income sufficient to cover the costs of living for herself/himself and her/his family members for 3 years of residence (or for 2 years of residence on the basis of a residence permit with the annotation "Blue EU Card") in Poland immediately before submitting the application (e.g. a certificate from the tax office on income earned and a up-to-date certificate of employment and remuneration from the employer);
    • documents confirming the required, uninterrupted, legal stay in Poland (all the decisions for temporary stay, visas).
    • Documents confirming the knowledge of the Polish language may include:
    • Officially certified knowledge of the Polish language referred to in Art. 11a of the Act of October 7, 1999 on the Polish language (Journal of Laws of 2011, item 224, and 455 of 2015, item 1132, and item 60 of 2017) at the level of language proficiency of at least B1;
    • Certification of school graduation in the Republic of Poland within the meaning of Art. 2, item 2 of the Act of December 14, 2016 – Educational Law (Journal of Laws of 2017, item 59, and 949) or a higher education institution within the meaning of Art. 2, para. 1, item 1 of the Act of July 27, 2005 – Law on Higher Education (Journal of Laws of 2016, item 1842 as amended) with Polish language of instruction;
    • Graduation certificate of a school or higher education institution with a Polish language of instruction, corresponding to a school or higher education institution within the meaning of Art. 2, item 2 of the Act of December 14, 2016 – Educational Law or Art. 2, para. 1, item 1 of the Act of July 27, 2005 – Law on Higher Education accordingly.

    Charges

    1. Stamp duty for a settlement permit: 640 PLN .
      The stamp duty can be paid in cash at the cash desk at the Municipal Office in Katowice or cashlessly (bank transfer) to the mentioned below bank account of Municipal Office in Katowice:

    According to the Art. 6 par. 1 point 3 of the Act of November 16, 2006 on stamp duty, proof of payment for the permit should be attached to the application when submitting the application.

     

    A person applying for a permanent residence permit, possessing a valid Polish Card, is exempt from stamp duty.

     

    1. Fee for issuing a residence card: 50 PLN .
      The fee can be paid in cash at the cash desk at the Silesian Provincial Office in Katowice or cashlessly (bank transfer) to the mentioned below bank account of the Silesian Provincial Office:

    Decreased charge  in the stamp duty for issuing or replacing a residence card is granted to foreigners:

    - who are in a difficult financial situation,

    - whose purpose of the stay is to receive education in a secondary school and a university in Poland,

    - minors who were under 16 years old on the day of submitting the application for the issue or exchange of a residence card or document.

     

    The fee discount is 50% of the amount specified above.

    After submitting the application form, the foreigner will receive a letter with the date of his/her fingerprints and the list of other documents he/she needs to submit.
