 OPENING AN INFORMATION AND CONSULTING CENTER FOR FOREIGNERS

 

On September 3, 2019, Silesian Voivodeship Office in Katowice launched the Information and Consulting Center for Foreigners created under the project: “Support of Integration of Foreigners in Silesian Voivodeship” run by the National Asylum, Migration and Integration Fund.

The Center is located in the Silesian Voivodeship Office in Katowice, 25 Jagiellońska st. room no. 133 and in Customer Service post no. 7 and 8. Office hours of the Center and individual specialists are specified in the schedule available in the link below.

The scope of consulting and assistance at the Customer Service Office includes:

  • providing general information in terms of possibilities and ways of legalization of the stay of foreigners in Poland;
  • providing information on documents required for legalization of the stay;
  • assistance in filling out applications;
  • providing information on the right and obligations of foreigners during their stay in Poland under the Act on foreigners and the Act on employment promotion and labor market institutions.

Experts available in room 133:

  • Specialists for legalization of the stay of foreigners – providing general information in terms of possibilities and ways of legalization of the stay of foreigners in Poland, information about documents required for legalization of the stay, assistance in filling out applications.
  • Psychologist – assistance and support in process of integration.
  • Lawyer – advisory consultation for foreign clients in terms of juridical status of foreigners and legalization of their stay. Consultation within the scope of family law, labor law, civil law, criminal law and social insurance.
  • Cultural Assistant – advisory consultation and assistance on integration in Polish culture, cultural traditions, cultural differences and consultations on living and housing scope.
  • Career Advisor – advising consultation and assistance on condition of stay and working conditions in Poland, methods of seeking employment, employee rights and responsibilities, preparing for job interviews.
  • English interpreter – consultation support
  • Ukrainian Interpreter - consultation support
  • Russian interpreter – consultation support

The Center will also provide a current list of sworn translators from the Silesian Voivodeship.

The Center services are available for:

  1. Foreigners who are not the EU citizens, residing on the territory of the Republic of Poland legally, in accordance with the provisions of the Act of December 12, 2013 on foreigners:

- on the basis of the visa referred to in art. 60 (1) (4-6, 9-13, 17, 19-21, 23-25), in order to:

  • business activity;
  • performance of work by a foreigner for a period of up to six months during 12 consecutive months, on the basis of a statement of intention to entrust work to a foreigner registered by employer with the district labor office;
  • performance of seasonal work by a foreigner for a period of up to 9 months during one calendar year;
  • performance of work other than listed above
  • pursuit of first cycle or second cycle degree, of uniform master's degree or attending a third cycle (doctoral) studies programme;
  • undergoing vocational training;
  • training or education in forms other than listed above;
  • teaching and didactical activity;
  • performance of research and development activity;
  • purpose of joining a national of a Member State of the European Union, a Member State of the European Free Trade Association (EFTA) - party to the Agreement on the European Economic Area, or of the Swiss Confederation, or staying with such a citizen;
  • arriving in the territory of the Republic of Poland as a close family member of a person who is permanently residing in Poland based on a residence permit acquired on the basis of a Pole’s Card;
  • enjoyment of rights granted by virtue of being a holder of the Card of the Pole;
  • arrival on humanitarian grounds, by reason of interest of the state or due to international obligations;
  • execution of rights granted in a temporary residence permit issued under the family reunification procedure;
  • temporary residence permit for the purpose of work under the Intra-corporate transfer;
  • for a purpose other those listed above.

- on the basis of a temporary residence permit, permanent residence (Article 195, with the exception of paragraph 1 (6) or a permit for long-term residence in the EU, the foreigner, directly prior to making the application had work permit or temporary residence and work permit, the foreigner has stayed in Poland uninterruptedly immediately before filing an application for a permanent residence permit for at least 5 years pursuant to refugee status, subsidiary protection or consent for stay issued due to humanitarian reasons and a long-term permit for EU;

- on the basis of a document confirming the held permit for a tolerated residence called: “Permit for tolerated residence”;

- permission for residence for humanitarian reasons.

  1. Children of the aforementioned persons (not EU citizens) born on the territory of the Republic of Poland. Other children are subject to the conditions of point 1 and 7.
  2. Foreigners who have applied for a residence permit for a fixed period based on abolition and currently residing on the territory of the Republic of Poland on the basis of a stamp who:

- have applied for a temporary residence permit (Article 108 (1) (2));

- have applied for a permanent residence permit (Article 206, (1), (2));

- have applied for a permit for long-term residence in the EU;

- have applied for an extension of a Schengen visa or a national visa (Article 87 (1) (1)), in which the justification is in line with one of the following purposes indicated in art. 60 (1) (4-6, 9-13, 17, 19-21, 23-25);

- have applied for an extension of the period of residence under the visa-free regime on the territory of the Republic of Poland (Article 300 (4)).

  1. Foreigners who are staying on the territory of the Republic of Poland as part of the visa-free regime.
  2. Foreigners who are not EU citizens, staying on the territory of the Republic of Poland, who are in the process of obtaining a permit for legal residence in Poland.

NOTE! support for these persons is limited to help in obtaining a permit for legal residence.

  1. Spouses, ascendants and descendants of persons belonging to the aforementioned groups 1-4, to the extent that is necessary for the effective implementation of activities.
  2. Persons who are not EU citizens and legally reside on the territory of the Republic of Poland, who have applied for:

- granting a temporary residence permit to a foreigner (Article 108);

- granting a permanent residence permit to a foreigner (Article 206);

- granting a foreigner a permit for long-term residence in the EU (Article 223);

- extension of a Schengen visa or a national visa (Article 87), if the justification is in line with one of the following purposes indicated in art. 60 (1) (4-6, 9-13, 17, 19-21, 23-25);

- extension of the period of residence under the visa-free regime on the territory of the Republic of Poland (article 300)

and obtained the imprint of the stamp in the travel document confirming the submission of the application for permit.
